NEW RULES FOR R&D FINANCING BY SUBSOIL USERS DURING HYDROCARBON AND URANIUM PRODUCTION ARE APPROVED IN KAZAKHSTAN

As part of the implementation of the order of the Head of State K. Tokayev on the need to increase transparency and centralize the distribution of funds from subsoil users in accordance with national scientific priorities, a joint order of the Minister of Energy and the Minister of Science and Higher Education of the Republic of Kazakhstan approved new Rules for financing research, scientific, technical and (or ) development work by subsoil users during the production of hydrocarbons and uranium (R&D) (hereinafter referred to as the Rules).

According to the new Rules, the Center for Scientific and Technological Initiatives “Samgau” received the status of a non-profit organization engaged in scientific and scientific-technical activities under Samruk-Kazyna JSC. The organization was created in accordance with the instructions of the Head of State and has all the necessary accreditations and permits for carrying out scientific and technical solutions, transfer of scientific technologies through the centralization of the obligations of subsoil users of the Samruk-Kazyna JSC group of companies and systematization of the process of review, examination and selection of R&D.

The Rules also provide for a mechanism for the transfer of funds by legal entities that have the right to subsoil use and in which fifty or more percent of the participation shares belong to Samruk-Kazyna JSC. Now they can transfer funds to the Samgau CSTI as part of their annual contractual obligations in the field of science.

CSTI “Samgau” will finance R&D in accordance with established procedures for review, examination and selection. In case of failure to fulfill obligations to finance R&D, debts will be transferred to the state budget. These changes are aimed at a more efficient and coordinated use of resources in the field of scientific research, which contributes to the development of the scientific and technological sphere of Kazakhstan.
