In accordance with the “Code on Subsoil and Subsoil Use”, subsoil users in Kazakhstan are required to allocate 1% of their extraction costs to support and develop domestic science and technology.

The Center for Scientific and Technological Initiatives “Samgau” Foundation (hereinafter referred to as “CSTI “Samgau”) was designated as a single operator that provides selection and administration of R&D projects funded by subsoil users that are part of the group of companies of “Samruk-Kazyna” JSC”.

Objectives

The main objective of the R&D funding is to support research and innovation activities aimed at solving technological issues of the industry to increase its competitiveness and build a knowledge-based economy in Kazakhstan.

Funding is provided for the implementation of applied scientific and innovative projects and is not appropriated to fund fundamental research.

Main information

  • Project implementation period should not exceed 3 years.
  • Who can apply? – a consortia of accredited research organizations and a legal entity that are part of the group of companies of “Samruk-Kazyna” JSC”*.
  • Funded cost items:
  • labor expense;
  • business trips;
  • purchase of equipment and intangible assets;
  • third parties services;
  • purchase of consumables;
  • other expenses.
  • Submission of applications through the “CSTI “Samgau” e-portal OR by sending applications to application@csti.kz

 

  • Project selection procedure
  1. Pre-application submission

To apply for funding, the Applicant must fill out a pre-application form on “CSTI “Samgau” e-portal or send the completed pre-application form to application@csti.kz.

  1. Validation of pre-application

“CSTI “Samgau” validates the pre-application for compliance with the priority areas and criteria for R&D.

If the pre-application meets the validation requirements, the Applicant submits a full application.

  1. Submission of the Application

The Applicant must fill out the application form on “CSTI “Samgau” e-portal or send the completed Application form to application@csti.kz.

  1. External Scientific examination and Financial examination

All Applications go through External Scientific Examination and Financial Examination.

External scientific examination determines the scientific novelty, relevance and technical feasibility of the project.

 

 Financial examination checks the validity of costs and their compliance with the types and limits of costs.

 

Subject to Section 5, Applications with a positive conclusion from an External Scientific Examination and Financial Expertise are sent for consideration by the Scientific and Technical Council of the Fund.

  1. Financial and economic examination

Projects corresponding to the stage 3 (industrial research and prototyping) go through Financial and Economic Examination.

  1. Scientific and Technical Council

The final decision on project funding is made by the Scientific and Technical Council.

 

  • Support of potential applicants

“CSTI “Samgau” conducts online information sessions to provide detailed information on selection process and to support potential applicants.
